Abstract
Nigeria continues to face serious security challenges arising from terrorism, insurgency, banditry, and organized armed violence. Terrorist groups increasingly target schools, churches, villages, and other vulnerable civilian institutions to spread fear, weaken state authority, generate publicity, and destabilize communities. In recent years, these groups have also adopted sophisticated infiltration tactics, including disguising themselves in military and police uniforms to gain access to targeted communities and institutions. This paper examines the reasons terrorists attack schools, churches, and villages in Nigeria, analyzes the strategic use of security agency disguises, evaluates notable cases of attacks and kidnappings including the Chibok, Dapchi, Kankara, Bethel Baptist, Owo church attack, and the recent Oyo State school abduction, explores the difficulties security agencies face in preventing attacks and rescuing victims, reviews international approaches to protection of vulnerable groups, and discusses implications for Nigeria’s national security. The paper further examines the importance of the Safe Schools Initiative and broader community protection strategies aimed at safeguarding civilians, restoring public trust, and strengthening national security. The study concludes that protecting vulnerable groups requires coordinated security reforms, intelligence gathering, technological innovation, community participation, and sustainable educational protection policies.
Introduction
Nigeria has witnessed persistent violent attacks from terrorist organizations, armed bandits, and insurgent groups over the past two decades. The activities of Boko Haram, Islamic State West Africa Province (ISWAP), and other armed groups have significantly threatened national security and civilian safety, particularly in northern Nigeria. Schools, churches, villages, markets, and highways have become major targets of violent attacks, resulting in deaths, displacement, destruction of property, and psychological trauma.
One of the most alarming dimensions of these attacks is the increasing use of security agency disguises by terrorists and criminal groups. Armed attackers frequently wear military camouflage, police uniforms, and other security apparel to infiltrate communities, deceive civilians, bypass security barriers, and carry out kidnappings and massacres. This strategy has created confusion among citizens and weakened public trust in legitimate security institutions.
The 2014 Chibok abduction brought global attention to school vulnerability in Nigeria, followed by several major attacks including Dapchi (2018), Kankara (2020), Bethel Baptist (2021), Jangebe (2021), and the Owo church massacre (2022). More recently, the Oyo State school kidnapping (2026) demonstrated that these threats have expanded beyond northern Nigeria into other regions, highlighting the nationwide nature of insecurity.
This paper examines why terrorists target vulnerable civilian institutions, how disguise tactics facilitate attacks, major documented cases in schools and churches, why security agencies struggle to prevent and respond to attacks, international experiences in addressing similar threats, and the need to strengthen Safe Schools and community protection systems in Nigeria.
Conceptual Clarification
Terrorism
Terrorism refers to the deliberate use of violence, fear, intimidation, and unlawful attacks against civilians to achieve political, ideological, religious, or economic objectives.
Vulnerable Civilian Targets
These include schools, churches, villages, hospitals, markets, and internally displaced persons (IDP) camps that have limited security protection and high civilian concentration.
Safe Schools
Safe Schools are educational environments protected from violence, kidnapping, disruption, and intimidation through security measures, preparedness systems, and community participation.
Disguise Tactics
Disguise tactics refer to the impersonation of security personnel using military or police uniforms, vehicles, or forged identities to infiltrate communities and carry out attacks.
Major Cases of Terrorist Attacks and Kidnappings in Nigeria
Chibok Schoolgirls Kidnapping (2014)
Boko Haram abducted 276 schoolgirls from Government Girls Secondary School, Chibok, Borno State. The attackers reportedly used deception and disguise tactics before transporting victims to remote locations.
Dapchi Schoolgirls Kidnapping (2018)
110 schoolgirls were abducted from Dapchi, Yobe State, by armed insurgents using military-style vehicles. Most were later released except Leah Sharibu.
Kankara Boys Kidnapping (2020)
Over 300 students were abducted from Government Science Secondary School, Katsina State, by armed bandits.
Jangebe Schoolgirls Kidnapping (2021)
More than 300 girls were abducted from a secondary school in Zamfara State.
Bethel Baptist High School Kidnapping (2021)
Over 100 students were abducted in Kaduna State after armed attackers invaded the school.
Owo Church Attack (2022)
Gunmen attacked St. Francis Catholic Church in Ondo State during Sunday service, killing and injuring worshippers.
Oyo State School Kidnapping (2026)
Armed gunmen abducted students and teachers from schools in Oriire Local Government Area of Oyo State. Reports indicated dozens of victims, including young children and teachers. The attack demonstrated the spread of school kidnappings into southwestern Nigeria and intensified national concern over school safety.
Why Terrorists Target Schools and Churches
Terrorists target schools and churches because:
Schools represent Western education and modernization
Churches represent religious identity and community cohesion
Both provide soft targets with large civilian populations
Attacks generate media attention and fear
Kidnappings provide ransom opportunities
Weak security infrastructure increases vulnerability
Terrorist Use of Security Agency Disguises
Terrorists in Nigeria increasingly use military and police uniforms to:
Gain easy access to schools and villages
Avoid suspicion at checkpoints
Conduct fake β€œrescue” or β€œsecurity” operations
Establish fake checkpoints for kidnapping
Confuse civilians and delay resistance
Undermine trust in legitimate security agencies
This tactic has significantly complicated early detection and intelligence gathering.
Why Security Agencies Struggle to Prevent Attacks
Weak Intelligence Systems
Poor surveillance infrastructure and limited real-time intelligence reduce early warning capacity.
Poor Inter-Agency Coordination
Security agencies often operate independently with delayed intelligence sharing.
Infiltration and Information Leakage
Informants and collaborators sometimes compromise security operations.
Difficult Terrain
Forests and remote areas provide strong hideouts for armed groups.
Limited Technology
Insufficient drones, satellite tracking, and surveillance systems reduce operational reach.
Insufficient Personnel
Security forces are stretched across vast and vulnerable rural areas.
Community Fear
Residents often hesitate to report threats due to fear of retaliation.
Difficulties in Rescuing Kidnapped Victims
Victims are moved frequently across forest hideouts
Armed groups use hostages as human shields
Lack of precise intelligence delays rescue operations
Dangerous terrain limits military access
Negotiations complicate rapid intervention
Cross-border movements reduce operational control
International Approaches to Protection of Schools and Vulnerable Groups
Pakistan
Strengthened intelligence and school protection after the Peshawar attack through the National Action Plan.
Kenya
Improved community policing and counter-terrorism operations against Al-Shabaab.
Israel
Uses advanced surveillance, rapid response units, and strict identity verification systems.
Afghanistan
Relies on community-based school protection systems.
United States
Uses School Resource Officers, threat assessment teams, and emergency preparedness drills.
Safe Schools Initiative in Nigeria
Objectives
Protect learners and teachers
Strengthen school infrastructure
Improve emergency response
Promote community participation
Challenges
Poor funding
Weak implementation
Corruption
Limited security coverage
Weak intelligence systems
Strategies for Protecting Vulnerable Groups
Strengthen intelligence coordination
Deploy surveillance technology (drones, biometric systems)
Improve school infrastructure and fencing
Regulate security uniforms to prevent misuse
Strengthen community policing systems
Provide psychosocial support to victims
Reduce poverty and youth unemployment
Improve rapid response systems
Conclusion
Terrorist attacks on schools, churches, and villages in Nigeria reflect a deliberate strategy to spread fear, weaken institutions, and disrupt national stability. The increasing use of security disguises has further complicated prevention efforts, while major incidents such as Chibok, Dapchi, Kankara, Bethel Baptist, Owo, and the recent Oyo State school kidnapping demonstrate the scale and spread of the crisis.
Security agencies face significant challenges in intelligence gathering, coordination, terrain navigation, technology limitations, and victim rescue operations. These difficulties, combined with the evolving tactics of armed groups, continue to expose vulnerable populations.
International experiences show that strong intelligence systems, technology-driven surveillance, community involvement, and coordinated national strategies are essential for reducing attacks.
Ultimately, protecting schools, churches, villages, and other vulnerable groups in Nigeria requires sustained investment in security reforms, Safe Schools implementation, and nationwide cooperation to ensure safety, stability, and national development.
